Tell me, please, a soft analogue of GTD

Tell me, please, a soft analogue of GTD. The main requirement is taking into account personal time and “kicking” in case of discrepancy with the standard. Those. as I imagine it: there is a predetermined structure of the day: 60% at work, 20% for personal affairs, 20% for side projects. Once an hour we set the current status, the program controls this, then you can see the summaries. + reminders + lists. Ideal - clients for android and win / web. I apologize for the chaotic description, but can someone advise something?

I use Evernote + Google (Calendar, Docs, Disk) for this. Do not need anything else. There are clients for all the platforms you listed.
