Smart speaker for emergency notification for the disabled?

A method of emergency notification from a "disabled" person lying down is required. Do any of the smart speakers have a bind to certain commands to send sms or a call, a command ... etc to LAN? Perhaps there are other ways?
A person cannot roll over or dial a number. Loses the mechanical squeaker.
