Signing up for a Google Play developer account and publishing apps via VPN?

Such a question, I am from the Crimea and access to Google Play is simply forbidden to me. I need to register and use a Google Play Developer account to publish apps. I'm not going to profit from Google.
If you do all this through a VPN, is it easy to grab a ban at some stage, or is it all quite real?
