Can Google Play use images in the movie movie game?

Good day, there was such a legal issue regarding copyright in Google Play. The bottom line is that we are developing a game prototype where we want to use images of movie characters and characters, but with applied filters (example below). Wouldn't the use of such edited content be a violation of any rights? Please help me understand this)

Unfortunately this would be a copyright infringement.
Double measure.
1. Use of the material without the consent of the owner of the rights for commercial purposes.
2. Editing the material without the consent of the owner of the rights.
