An Android app that lets you email a puffy video?

Unlike iOS, Android for some reason did not learn (at least out of the box) to compress the video to an acceptable size so that it could be sent by e-mail - even a minute gives a hundred megabytes of commercials. Is there an app that takes one of the available videos, compresses it with loss of quality and / or resolution so that it fits exactly in, say, 25Mb (with all headers and encoding), and then sends it by email?
Edit: I don't want to choose a lower resolution and lower quality right away. I may need the same video later in higher quality and size.
