Should I sacrifice an ips matrix when choosing a laptop for programming?

I choose a laptop for programming. Now there are two copies in mind:
1) https://comfy.ua/noutbuk-lenovo-ideapad-330-15ikbr...
2) https://comfy.ua/noutbuk-lenovo-ideapad-330-15ikb-.. In the
second ips matrix, but the processor is a little weaker.
1. How catastrophic is a TN matrix for a programmer?
2. On which matrix do the eyes get tired more and faster?

Screen quality is very important. Matte quality screen is a must. It doesn't have to be IPS, but cheap TNs are rarely good...
SSDs are also definitely preferable to HDDs.
The need for a powerful processor depends on what you are developing and where you are running, as well as how autonomous you want to be.
