Prompt a reliable service so that you can organize automatic debiting of money from the card for services rendered. For example, how does Dropbox or FB. Once indicated the card details and once a month or more often there is an automatic write-off.

Paypal is a standard feature. Once I subscribed to a domain and hosting - now I don’t remember about them, they automatically write off when necessary.

I doubt there is such a service. Portals simply store information on cards with reference to accounts and apply with a request for a transaction on a schedule. Naturally, 3D-secure is not possible in this situation, everything is done only on the user's trust in the resource.

Online money does this. I can give you contact. It is called, as they wrote above, recurrent payments. But, as far as I know, they are not given just like that and with small volumes. It needs to be clarified.
