What country are we transferring to? A lot depends on this. In general, most Western banks prohibit such transfers from other countries, but there are subtleties. State the country of the recipient.

UK (MC), but Gibraltar (VISA) is better. Card in USD.
You can first to the UK (it is in USD, EUR and GPB), and then from it to Gibraltar in case of emergency.

On https://card2card.net you can send to banks outside the Russian Federation. I don't know the rates.
