SEO - does url matter?

I meet conflicting information about the importance of a "beautiful" url. I
mean, instead of "index.cgi?mode=bla&step=lala&id=123&type=345" it's
supposedly better to do something like "/bla/lala/123/345"
pages and finds the right one for the right phrase, but I don’t have much experience and success in this area.
In this regard, the question is, is it worth bothering with this on the project to improve the position in the issue?
If everything were simple, I wouldn't think about it, but the problem is the complexity of the database and the impossibility to unambiguously build some kind of hierarchy in this way, there are a bunch of filters for a bunch of parameters, etc.

Yes, it has.
The parameters in the CNC follow each other and changing the order will cause a 404 page or other content to be called.
Without the CNC, parameters can be changed and added to call up the same page, which naturally creates page duplicates.
Do not bother with structuring the URL, the main thing is that there is a CNC and it is not possible to call the same page from different addresses.

Western SEO experts raise the factor "the presence of keywords in the URL" to the top of the ranking factors: http://www.webconfs.com/15-minute-seo.php (point 2 in the general list).
So the first question that a quality SEO specialist will ask you will be “Is there a CNC?”. In general, it is highly recommended to do it, it is important of course in combination with everything else.

In such cases (when the question of the impact on SEO arises), I ask the question: “how is it more convenient for the user?”.
Of course, the user is more comfortable with CNC links. This means that it is beneficial for the search engine to use the keywords from the link in order to increase it in the search results.

Guys, why, let's say this URL: /krutaya-statya-o-tom-kak-pravilno-pisat-url-saita is worse than this one: /archives/2015/ or this one: /?p=2015
Well, who of people will perceive this long URL written by transliteration?
What do you think? For me, the last 2 examples are clearer. Moreover, it saves us unequivocally from changing the URL when changing the title of the article.
What do you think?

In my experience, the type of link does not play a very significant role for search engines. For people, of course, CNC is more understandable.

it has a very strong effect, especially if there are keywords through dashes in the URL

I’m not very friendly with SEO, but from my own experience I’ll say that Google indexes well, and Yandex just banned my site. All links like index.php?mod=%moduleName%&some=params

Well, then I did this: I generate a sitemap.xml, in which links to the items themselves (we are talking about an online store) are made in the form:
http:/{domain}/Avon-kuplyu-Parfyumernaya-voda-Incandessence-Eau-de- Parfum_trid206
They are processed using mod_rewrite: any link with any inscription in the url that ends with "trid(\d+)" calls the page display script "http://{domain}/?mode=details&id=$1"
That is, really there are no such links anywhere except the sitemap.xml map. But there are keywords, and these links lead to the objects themselves.
Will it work?

It makes no difference at all, as long as there is a keyword in the URL, and the format is not important for modern SE.

It is very important. See how this project with a weak link mass coexists in the top of the same Yandex (in Google the situation is not much worse) with very authoritative sites with good puzomerki:

How many opinions and more than one reason ;)
1. One of the commentators mixed up the keyword in the domain and address.
2. The word in the CNC has a high weight for the search engine (immediately after the url, title, headings), which pushes the request to the TOP.
3. CNC, along with menus and breadcrumbs, helps to create a site structure that is understandable for the search engine, which, in turn, gives other advantages:
a) the total weight of the site according to the given CNC
b) the total weight of the category according to the given CNC
c) more relevant display pages from the search.
CNC must be done and done precisely thoughtfully, with high quality.

CNC helps to correctly index pages and understand the general structure of the site for the search engine

The gentlemen who commented did not mention the behavioral factors in the search.
Of the 2 snippets on the search ( Snippet - the result of the work of the Search Robot with your page), the one in which the keywords in the largest number are in bold will be more clickable . And the keywords in the URL play the same important role here as the keywords in the title of the page.
Here the reflex will work:
Where there are more bold words - that snippet = site is most relevant to my request.
And if the URL has a bold key (or better yet, multiple keys), then you are more likely to click there.
And the search engine will rank your site higher, in the event that the search for this word on your site has ended (i.e. the user closed the search engine, satisfied with the answer found on the open site)
Moreover, Search Engines have already learned to understand synonyms and transliteration in the URL matches the search query. So don't forget about synonyms.
From myself I will add that it is more convenient and pleasant for me, When the word written in Cyrillic is highlighted in bold in the URL on the search. I click on such links more in search snippets.
