Sagging in online games, what could be the problem?

Welcome all.
I encountered such a problem, it appeared on its own. It is not clear where to look and what to check in order to detect this problem. In online games, there are sagging, CS: GO, SA: MP, sometimes 3 seconds, sometimes 1 one second. Appear sagging when they want. Sometimes it's impossible to play.

Ordinary lag due to high ping:
If it repeats in the OS, then this is already a freeze and there is a high probability of problems with iron, especially friezes are character in case of problems with the HDD and it is necessary to carry out a complete diagnosis of the hardware.
Option number three (not similar, of course, but this can also happen): overheating and CPU / GPU throttling - treated by cleaning coolers / radiators from dust and replacing thermal paste everywhere.

Фризы из-за того, что что-то периодически грузит процессор на 100%.
Проверить можно с помощью Process Explorer.
P.s. У меня была такая же проблема с фризами. В моем случае был виноват антивирус, который после очередного обновления вдруг начал периодически что-то делать, полностью загружая процессор. Выяснить смог только благодаря вышеупомянутой программе.
