Recommend a motherboard (or a whole device) for a home server with minimal power consumption

You need a server for round-the-clock operation with minimal power consumption.

Requirements:
Minimum power consumption (no more than 15 W).
x86 (or amd64) compatible.
2 USB ports
Ethernet port (better than 2)
You can actually buy in the capital (a stone in the garden of domestic "for departmental" developers, there is not enough evil for them)

If you need cheap, then contact any computer service center and ask to sell a “half-book” - a 2-3 year old laptop with a broken or dead matrix, 2-4 Giga RAM, 2 cores and SATA HDD 160-320GB. Usually they leave for 4-6t.r.
If need be angrily, I liked the Lenovo Q180. I got the memory up to 4, changed the HDD to SSD and plus the replacement of thermal interfaces on the radiator. Slightly tighten the cooler speed for night comfort. Will fit in 15t.r. with 1 LAN, 2 USB3.0, 4 USB2.0 If you remove the top cover of the case and put a decent piece of copper, it will be completely silent.
