Everything was fixed with the upgrade to Windows 10. Judging by the image of the Win8-8.1 tiled interface, Windows 8+ was expected from me ... Neither the site nor the documentation says anything about this. Only requirement is a USB connection to support touch input at all.
DisplayLink installed?

To use the monitor's touchscreen capabilities, you must have the Displaylink software installed.
In order to make the touchscreen capabilities to work, make sure:
The USB cable connects the computer to the monitor.
Your computer should support USB 2.0 or 3.0 technology.
Turn off the monitor and disconnect the AC adapter from the base, then reconnect the AC adapter and turn the monitor back on. If this does not help, try restarting the computer, as well.
The Displaylink software has been installed on the computer.
PS. I just noticed the age of the question ... Well, maybe someone will come in handy.
judging by your questions, you need jQuery
$(function(){
$modal = $('.my-modal-for-show-after-page-load');
// если просто через display: block/none;
$modal.show(300);
// либо bootstrap modal
$modal.modal('show');
});
