Rate the i3-370M processor?

Need a computer to work, limited budget. I'm looking at used ones.
There is an option Samsung R780-JT01. A little confuses the processor, a bit old.
Can anyone evaluate, to work with Visual Studio 2013 (without brakes, so that you don’t have to wait for background processes) with 8GB of RAM, will it be normal?
Will virtual machines pull (is it optimal for their use)?

What does it mean "whether virtual machines will pull"?
If there is support, then it will pull with hardware virtualization, if not, then without hardware. On my old laptop, Core2Duo pulls virtual machines and does not buzz.
The main thing is that in the BIOS of a particular laptop you can enable hardware virtualization. And then I came across the fact that in the BIOS it was disabled and there was no way to turn it on. That is, the processor supports it, but the BIOS of the laptop prohibits it.
On the second laptop I have i3-2310M, quite a few virtual machines at the same time, and even the game is running.
