Hello. Now I decided to start writing a thesis related to the development of an information system for dispatchers of a motor transport enterprise. Need advice on a number of issues. And do not write about the fact that you need to go to the enterprise and ask there - everyone with whom he contacted transparently sent a young student so that he would not interfere with work.
The essence of the work of the IS -
the Manager uses the IS on the PC. The driver uses the IC on a mobile phone (Android).
The dispatcher will place an order through a PC application with automatic selection of the nearest free car with the best route (data on the position of cars is obtained through geolocation from a mobile application). The driver receives the order through the mobile application and takes it (all information about the order is indicated in the mobile application). After completion/failure, the driver indicates the status of the order and waits for a new one.
All input information about drivers and clients has already been created on the basis of MS SQL database. The output information will also go to the previously created database, which then goes into the accounting subsystem.
Several types of users of the PC system will be implemented (dispatcher, leader, manager). Managers and managers will be able to see reports on the work of drivers, dispatchers and information on orders from customers.

If by consulting you mean collecting requirements, then in principle it is wrong to collect them from someone other than the employees of the enterprise.
Find there someone who, in your opinion, needs this system, tell them what it will give them and try to convince him that you can do it, moreover, for free. Most likely it will be the director or owner. If you succeed, you will get an ally who will open the doors, ears and mouths of others for you.
If you are going to make a system not for them, but "in general", then surf the Internet. Similar systems have probably been on the market for a long time. Find them, see the trial version, dig into the help system. I think you will find answers to many questions.
