Construction provider 2016, relevant?

Comrades, share your vision of the issue. How relevant is the construction of a provider? Can you find your client? It is clear that everything has already settled down and competitors have been on the market for 15 years, but if there is an opportunity and desire, is the game worth the candle? I would like to move Dom.ru, for example, as a role model and collect 10-15 thousand customers. Under what conditions or benefits, would a typical habro-resident or maybe a habro-reader's neighbor prefer a new provider? What services to give: all at once, or an Internet or cable would be enough to start. At what time and by which team, with a successful "arrangement of the stars", you can try to master the start. To what level to build a network in order to try public procurement of the Internet and VPN, is MPLS needed or is a large "local" enough? Well, the most pressing issue is financial, costing for the team and for hardware (also a question, lay 10G for the district or for the house?). Well, yes, as the author of the question, in theory, of course, I still assume the option of entering the market not in 15 years, provided that the optics for the specified number of subscribers lies.
PS: it would be great to hear the position of the admins of city grids or a contractor who would risk taking on construction

Two options - either you fit into some very narrow but comfortable niche, and sit there, growing fat and launching tentacles into adjacent areas (be it an area without competition with an agreement with the administration, or several business centers, or whatever some b2b with the provision of various tricks like l2vpn throughout the city.)
Either you have a lot of money, you buy out several locales (if they are still alive :) ), reduce them to your brand, upgrade, and continue on.
Questions like 1/10G to the house can generally be solved on the go, and switches can be changed as needed, as long as the optics are initially normal. You cannot be sure in advance that something will fire, there is always a chance that your 3-5 thousand per 10g switch will lie on the roof of the house without any work at all.

As a client, I am ready to pay large sums for a good connection. However, among small companies in my region there is no normal quality / price ratio. Therefore, I use the services of an old proven provider. What problems can be noted in small and relatively new companies? In 100% of cases, they are not able to fulfill their promises. A few years ago, Yota took over the market. Today, in the regions, this is one of the most cost-effective operators with almost complete unlimited for a smartphone and with its bundles of minutes + free SMS. But the quality is rubbish! Territory coverage is rubbish. Internet from Yota can be used only in the city. It is useless to go to the village with a modem. The situation is similar for all other market innovators. Some ideas turn into a competitive advantage, some are thrown into the trash. And people are used to it so I do not undertake to evaluate the potential of the idea. As for me, I would willingly switch to a new operator if he immediately provided a normal service. It's tech support. If I was satisfied with the quality and rates. But here is the question: if you are in Moscow, then there may be a different situation. As in St. Petersburg. I speak only for the regions.

Dear author!
You have a good idea in my opinion. Nothing is impossible. Yes, the main market is busy, but you could try yourself as a monopolist. In my residential complex, perhaps unfortunately, there is only one provider, but with good quality at an adequate price. This is what allows residents not to think about the need for competitors. They stretched the optics to each door even at the construction stage. This is not a bad way, look for a developer, negotiate, go for it! I wish you success!

Basic package: 2 IP at once - dynamic and static external, speed 10 megabytes / s, it is in megabytes that the speed is reluctant to multiply by 8, and the main thing is to pay for free otherwise you don’t feel like paying!

If you have a developer relative, then yes.
Here in the residential complex where I live, the provider is affiliated with the developer. The developer has already erected 4 residential complexes.
It is obvious that they themselves raised a client, go and collect. After all, you are a developer and you can simply not let another provider into your house.
And the creation of the provider itself also pays off when the relatives of the developer. And if you consider that this is the Moskovsky district, then it is corny to pull links to highways and traffic exchange points much easier and shorter.
