Question for graphic designers or people who have experience in this field?

Hello everyone! If possible, please give a detailed answer to my question. If you do not have a clear answer, do not write a simple unsubscribe "google" and so on in order to show your "mind" or "knowledge" in my question, I just want to get a firsthand answer, maybe some of you have a direct answer without transfers to other sources, perhaps you know or even have your own experience. Thank you in advance for your understanding and your answer (if any).
1) Please tell us why graphic designers / artists do this - first draw for example in Photoshop or Paint Tool SAI, and then outline the result in a vector, what's the point? Why don't they draw directly in vector (Illustrator or Corel Draw)? Well, or why do they generally then outline in a vector?
2) Please tell us which of the raster programs is better for drawing: Photoshop or Paint Tool SAI. Describe the pros and cons of these tools.
3) I have no experience with Sketch app. Please tell us, but in this editor illustrations of a complex type are drawn, not just icons, but something like this - https://dribbble.com/shots/3010063-Bigfoot

Photoshop is much more raster friendly than a vector editor. More tools.
An important plus is that for drawing it is a familiar tool, and the artist owns Photoshop more than raster functions in corel.
2) The raster is scaled by increasing / decreasing pixels, the vector is scaled smoothly. Therefore, it is useful to outline some elements in the vector (for example, text, logo) so that they scale without losing image clarity.

Something you have a very loud statement comes out. I also have no experience in the Sketch app, what I need to draw in Photoshop, finish something in 3D max, and the rest in Revit. And I start like this in general (horror!) on paper! Well, this is how much work I redid, so what? :)
