Program for two-dimensional graphics?

Good evening. Help, please, with a link to a free, simple and convenient program for two-dimensional graphics in Russian for Windows, with a minimum amount of space required on the hard disk and RAM - I have no experience in such programs, but there was a need to draw a diagram and the computer is weak.
