Problem: USB keyboard and mouse sticking (freezing) in Windows XP/7?

Good afternoon.
Faced the following problem:
HP Pro 3130 MT machine
install windows (xp prof or 7 prof, non-assembly systems, licenses), after installation (in general, even during installation after restart), fading starts (you move the mouse, it freezes on 1-2 sec and continues to move;
you type on the keyboard, the characters are no longer displayed on the screen, after 1-2 seconds the last pressed button is displayed on the screen until it freezes in the amount of ~ 10 pieces (approximately sokkkkkkkkk)
in safe mode everything works stably.
in ubuntu everything works also stably Tell
me how to make everything also work stably in the normal mode of Windows?
ps Changing the mouse and keyboard does not give a positive result. There is no ps/2 connector on the motherboard.

I tried to run through msconfig with the "Basic video" parameter (it should seem to run with the VGA driver as in a safe one) - it does not help
