Photoshop constantly jumps to the fore, by itself - why and how to deal with it?

So it goes.
When laying out back and forth, I switch between PS and WS, and browsers using Cmd + Tab.
After I get into PS, I do something there, I switch to WS, I start coding (with Gulp, of course) and suddenly photoshop comes to the fore, closing everything.
At the same time, the active window remains WebStorm - keyboard input does not go to Photoshop, but continues to work in WS, i.e. I do not lose focus from him and he does not save the file yet.
And the whole nonsense is that I no longer see the code that I type and I need to switch to WS. And when I do that, the webstorm loses focus and starts saving files. Naturally, there are unfinished lines that cause an error in Gulp and have to be constantly started again.
I've been struggling with this for a couple of months now - since my macOS crashed and I installed everything again (not from a backup).
And this is very annoying, terribly slows down the work.
What could be the reason for this behavior of Photoshop? How to fix it?
It does not depend on any keys. If you just switch to another window and do nothing, after 5-10 seconds a Photoshop window will pop up. What does it have to do with it only if before that there was a PS window
