PC configuration for a student (FSH + Videomantazh + Games) budget up to 20000r?

I have a 3rd laptop, (Intel i3 2 cores * 3.3Mg, Nvidia Geforce 315M, 4GB, Win7)
I don't know more! But the point is that I don’t have enough of this ...
I’m a novice designer (a student, of course, although I’m studying to be a programmer) I
plan to work in Flash, maybe a video editor, I would like to be able to use modern games, even at minimum settings . .. I'm not used to it (I play SKYRIM on my own at minimum wages, it's harsh but I'm used to it) Well, of course, I'll scribble codes, but as far as I know, any PC will fit for this!
Most importantly, the budget is not more than 20 000r! (+/- 1000 rubles)!

For programming, install Linux and rejoice :)
Regarding the PSU, if you are not going to upgrade in the future, then you can take the PSU back to back, the main thing is not to regret it later ...
