Paypal transfer from USA to Russia?

Hello dear users.

Please tell me, maybe someone knows. Is it possible to send money from the USA from the American PayPal account to the Russian Federation to the Russian PayPal account? There is an opinion that this cannot be done due to PayPal sanctions against Russia. However, such information walked around the network a few years ago. Perhaps something has changed since then.
