Overheating Macbook Air 2013: how to fix it?

In general, I bought a used Macbook Air 2013. The first month everything was fine, then I noticed that I began to get very hot even when watching the video. I started to google this problem, I found a smc reset on the site, it did not help. I found monitoring utilities and saw that the cooler (is it really there?) is always at 0 rpm. I have never heard it, and I have not found any clear information on it. I tried to change the programs for adjusting the speed of revolutions, but nothing has changed (no noise from it appeared, and where will it drive the air, even if there are no cracks?)
In general:
1. Is there a cooler in the macbook air 2013?
2. If there is, then how to make it work? Need to replace?
3. If not, how to cool the poppy in other ways? Change thermal paste?
It became very difficult to work, projects began to be assembled for 6-18 minutes.
