Why did the MacBook stop loading?

Hi all.
Yesterday I discovered that my 2013 MacBook Air had stopped heating, I somehow did not attach any importance to this, but today I opened the system monitoring and found that the system was only 10% loaded. What today, what all the time out of the tasks was Safari, Xcode PlayGround. Usually it was somewhere around 40% load and everything flew.
What to do?

The load of the system depends on the tasks that it solves, if you did not give the load, then the system itself will not invent a load ...
