OS won't boot. What to do?

Good evening. Such situation. Installed win7 on toshiba satellite c670 laptop. I was about to leave the house and just closed the lid of my laptop. I come - the laptop does not boot. The toshiba logo appears, the dots flash and again on a new one. What to do?

If you are unable to enter the BIOS, then you need to try resetting it to default settings.
Try to find the battery connector or reset contacts near the memory slot.

Here is another link for the C660 model https://ru.ifixit.com/ Guide/Toshiba+Satellite+C660... there the battery is removable.
Turn off the power, remove the battery, then either disconnect the CMOS battery or close the connector.
