On the PC, there is a constant break in the usb Internet (all operators, more than 5 types of modems), how to treat?

Constant Internet breaks, the prohibition of turning off usb (power supply) is enabled everywhere.
Win 10.
Such a sound as if the usb is turning off, well, the modem itself is working smoothly, the Internet itself breaks!. However, the browser says that the device is disabled.
Breaks are especially common when you transfer files over the network via WinSCP, etc., when you try to transfer files through a shared buffer, say on vds, the Internet starts turning on and off every second.
Windows clean (license).
The modem itself is cold.

Restarting the PC is useless.

There may not be enough power supplied to the port. Try connecting the modem through an external hub with an additional power supply like this
