Manual bios settings for Intel Dual-Core (attention 3 screenshots). Energy saving vs performance?

Is energy saving good or bad? From time to time I began to notice that the processor began to “fall asleep” at times, the easiest way to solve this problem was to run to the store and install an OEM 775 processor, giving from 700 to 3000 wooden ones for it.
I made an experiment on only three parameters: CPU FSB, C1E, CPU ratio adjustment. To save traffic, I will give only three screenshots of Everest to explain what I received.

Bus frequency 100 MHz, multiplier 6, core voltage 1.35

Conclusions:
1. For power saving mode (CPU FSB =100, C1E - with the ON parameter, CPU ratio adjustment = 6);
2. For standard - all default values;
3. Improved standard - no power saving (CPU FSB = avto, C1E - set to OFF, CPU ratio adjustment = max)
4. Overclocking - (CPU FSB = max, C1E - set to OFF, CPU ratio adjustment =
max
) Is it possible to move away from automatic C1E and CPU ratio adjustment for desktop systems? For me, the computer began to work more pleasantly.
PS Why did the experiment run at the minimum FSB frequency? Out of sporting interest, in theory, the processor power should have shifted down, perhaps this is true for laptops.

Have you seen the BIOS / UEFI from a laptop for a long time?
For about 3 dozen laptops that went through me in my past and current work, all the points for setting up the BIOS can be counted on the fingers of both hands - choosing a device to boot, turning off speedstep, virtualization, sometimes the ability to turn cores on and off, wifi / bt/ethernet/audio, boot passwords, sleep time for hard drive type devices.
Boredom in general. For most of these models, most likely, there is some kind of hotkey to enter a more advanced settings menu, but I am not aware of these hotkeys.

Run any load. The multipliers will immediately jump to the levels set by the charter.
There's no problem.
