Why is my laptop battery not charging?

Recently I had to work on battery and it was completely discharged.
And after that I can’t charge it in any way.
On hover, it says that

0% available (mains powered)

After reinstalling Windows, on hover it says
0% available (Connected not charging)

And after installing all the updates, the inscription returned again
0% available (mains powered)

I did all ten steps from this link site
I reset the bios to default settings from which Windows crashed.
And there was a message
the ac power adapter wattage cannot be determined.

After I pressed f3 and after several times I was thrown into the existing pxe rom several times
I reinstalled windows. But nothing has changed what to do?
I checked all the wires are connected
And using a digital voltmeter checked the battery contact
It shows 220v.
The battery does not charge when it is not on or off.

@ru6ak

With Lenovo, it helped me to just leave the laptop turned off for the night.
PS I still complained about the battery. But you can try.

they write to you correctly in the comments: check your power supply on another laptop and check a known working power supply on yours.
this happens when the central stump in the plug stops transmitting information about the power supply to the laptop.
It is also desirable to check the battery in this way, but this is problematic since you have to find the same laptop.

Batteries covered. They do not like complete discharge. Most likely they have not been "fresh" for a long time.
