Why does my laptop sometimes take a long time to turn on?

I sometimes have this problem.
When you reboot, or when you turn off the computer for a long time, or even just when you turn it on, a black screen appears and nothing happens until 15 minutes, you can fidget with the mouse, you can see the cursor, but the computer does not show anything except the black screen.
Windows 10 License.
The laptop is new.
It is impossible to contact the service provider because the laptop is from another country.

Are you connecting any network drives?

I would start by checking the Windows itself for various living creatures and the crooked software / components in autoload, then I would check the hard drive.

is there activity in the XXD? if there is, then something is definitely happening to the disk, or some kind of living creature, or the HDD is dying, bad blocks are being transferred.
