How to formulate the requirements for the program?

Good afternoon Habrchane, I find it

difficult to formulate my wishes to the performer, because of not fully understanding the process and how it works.
In general, a program is required, which, in my understanding, is written to run in UEFI, a bootloader must be added to it, which, at the time of loading the BIOS, will display a menu and prompt you to choose to load the program or BIOS, something like a low-level GRUB. The result should be a low-level Infotecs SafeBoot program that will perform a range of specific actions before starting the OS.

Questions:
1) Is this program written under UEFI? Or how to correctly explain in what environment the program will be located?
2) How are bootloaders usually implemented for this? Do I need to write something in the BIOS or are there ready-made loaders on the network? How is it generally correct to implement such a function, how to launch a "program" on a par with BIOS?
