How to formulate the requirements for the program?

difficult to formulate my wishes to the performer, because of not fully understanding the process and how it works.
In general, a program is required, which, in my understanding, is written to run in UEFI, a bootloader must be added to it, which, at the time of loading the BIOS, will display a menu and prompt you to choose to load the program or BIOS, something like a low-level GRUB.
