The table you provided from the datasheet does not refer to a brushless motor with three windings, but to the second motor. The actual description of the microcircuit according to the datasheet is Three-Phase Sensorless Motor Driver with
Loading Motor Driver.
That is, it controls two motors. One is brushless with three windings. The second is a conventional collector motor. And this motor can be set the direction of rotation.
Current can only flow in a closed circuit. LOW - means a low logic level, in other words, 0 Volts.
