For English, Longman dictionaries are good in this regard. They assume that their readers' native language is not English, so the interpretations there are very simple and ad-hoc language explanations are often given. In particular, they have such an Activator, which presents words representing the main "concepts" and related words and expressions with additional explanations. I can't find an example on the web, but something like this (this seems to be their old edition):
They also have idiom dictionaries and regular dictionaries (again, designed for those who don't speak the language). There are also electronic versions.
Modern electronic dictionaries (for example, Multitran ) are provided with translations not only of words, but also of set phrases . In your example, this is do best .
An intuitive sign of a stable phrase is an unusual (or even meaningless) sounding result of a literal translation of its constituent words separately.
