Hi guys.
Faced a problem that does not allow to live normally for more than a day.
I wanted to run the project in VS 2013 using the Windows Phone emulator. At this stage

It's useful to look for Hyper-V and it turned out that it doesn't exist at all.
I got into the BIOS, checked if virtualization is working (and it works, because I ran the technical preview of Windows 10; even then I enabled virtualization in the BIOS). Useful in the command line, check Hyper-V - everything seems to be working fine.
When installing VS 2013 at the end, an error popped up that Hyper-V cannot be added to local groups. Got there and found the following:

All right, now I don't know what to do. Maybe someone met with such a problem? Or is it generally impossible to do this on Windows 8.1?
At what I took a laptop in America, there is a license from under the box.
Or are there any alternative ways to run a project under Windows Phone?
