How can an open-source developer get a free Windows Phone device for testing purposes?

Hello, I am developing javascript plugins, the audience is growing. Along with it, the need for testing in browsers of different devices is growing. iPhone with its safari I have, Google Nexus with its chrome too. But there is no lumia with its mobile IE. And people start asking.
I thought maybe I should write a letter to Microsoft or Nokia and find out if there are any prospects in this regard, but alas, just writing a letter there is simply impossible, there is neither a form nor the necessary email address.
Maybe someone knows how you can write them a letter and get an answer to it? Or maybe you heard about some promotions from them for open-source projects? Or at the very least discounts?
