How is Windows Server Standard 22 licensed?

Comrades, how is Windows Server Standard 22 licensed today? In some places they write: host + 2vm, in others: host + vm or 2vm without a host, in others they say: 2vm + host is possible only where the host is used with a single hyper-v role and a step in any direction up to storing custom data on screws and launching any software - license violation and execution. Even the support itself, different people say different things.

Case: Host + 2 virtual machines. Backups from virtual machines will be placed on the host over the network, there will be a raid monitor and a UPS monitor on the host. It is unclear whether one Standard license is enough for these tasks, or two are needed? I know about licensing by cores, at this level of abstraction this can be neglected, it is the conditional amount that interests me.

If we discard other windows server licensing issues, then you can use standart in the following configurations, two VMs within one host, host + two VMs within one host (well, or host + one VM).
In the second case, the host can be used EXCLUSIVELY for managing virtual machines, i.e. you can't put backups on it. By and large, this type of licensing is needed for those who do not want to work with powershell or have difficulties with the host hardware (sometimes server core has problems with some pieces of hardware).
