Limits on CPU and MEM per user, remote desktop. How to do on Win?

There is an idea to buy a two-processor assembly on Deshman on Ali, put a licensed software there, resource-intensive, well-paralleled, and requiring Win (7,8,10, Server 2012+), give users from different cities access via remote desktop.

But there are moments. No matter how one of these users burns out all the RAM, fills both processors with their tasks, or fills the entire ssd channel. How can this problem be solved?

And also, how is it now better to connect the user with the usual 7-10 home-pro to the solution chosen above, so that he feels like he is sitting on his PC? (there is no need to drive a high-quality video, the sound is generally not needed, but the cursor, it is desirable that it runs responsively through the interfaces, like all windows, and a few animations typical of the web).

On Win7/8/10 - no way. Because it's a desktop , not a server, and it has exactly one remote connection.

Set up RemoteApp and users won't see the remote desktop at all, just the remote app window. Responsiveness depends on the communication channel (including the user one) and server resources (they should be enough).
You can limit RDS user resources using DFSS . This requires a server version of Windows, of course.

Connect rdp - and set a good quality there, if the channel is enough, everything will be ok

If from different cities, then probably RD Gateway . Create an RDP shortcut and send it to the user as a file.
