All this is supposedly the responsibility of the UI Engineer (the same front-ender, in fact, who, in addition to all sorts of SPA, knows how to be beautiful).
There are many such tasks in freelancing. I am often approached with the tasks of "turning an After Effects video into a real js animation" and "implementing some cool stuff that the designer will explain to you with words and pictures." In our company, in the banner department, all flash animators are urgently retrained to write using js. Some projects are done on Google Web Designer, others on Edge Animate, some in text editors through TweenLite.
Therefore, I think that the profession is still an animator, and the tools change depending on the task.
