Is there an option to Licens Adobe DC Pro in a floating (non-user-attached) virtual machine environment?

Good afternoon!
Our organization uses a virtual environment where users do not have a specific virtual machine for which they work. Those. car is randomly selected. Users have a roaming profile and "redirect folders" enabled.
Some users require Adobe DC Pro, but their number is less than the total number of machines, so we cannot install purchased licenses on these machines.
The option of installing on a terminal server and displaying a shortcut of the published application works, but the functionality is not complete. No context menu, no default app association to launch on double click, "drag&drop" doesn't work.
Is there some kind of Adobe DC Pro license server that would issue a license when the application starts, or is there another way to solve the problem?
