As Rikcon already answered you , there is actually wget itself under windows.
From analogues, i.e. console clients for downloading, I can recommend aria2 - this console utility is capable of downloading from HTTP, HTTPS, FTP, BitTorrent and Metalink.
How complicated it is
Import-Module bitstransfer
start-bitstransfer -source google/googe.tar -destination c:\google.tar
