Is there a way to determine the status of ICQ including "departed", or is there another solution to determine if an employee is in place?

The task is such that in order to distribute certain tasks on the site, you need to know whether the user is online at the moment or not.
Moreover, online is on the spot, and not "departed" or "unavailable". Is there any way? Those "checkers" that I found - operate on the basis of checking the status of the picture through the site. But there the status is either online or not, plus the method often did not work (previously at least)
well, or maybe someone else has a different solution? Ideally, some thing that is on the computer and if the mouse-keyboard is not used for 5 minutes, then on the site it would be possible to understand that the computer does not have a user.

We use Telegram - it shows very well who is in place and who is not. And whether the message was read.
