How to make docker to test python code with certain libraries?

I'm making a python bot that accepts code as a string and tests it (like in programming olympiads). I was told that the easiest way to do this is through doker, but due to my not very big mind, I still did not understand how to do it.
I ask for help from those with higher intelligence, preferably with an explanation of their decision)

PS I forgot to mention that you need to run Python code with a time limit and certain libraries.

don't be wise with the docker yet and just set up a "clean" virtual machine.
