You need to embed a screen map on the site, but you can’t mention or refer to googlemaps and the like.
Is there a mapping service from which you can legally pull out a piece of a map of Moscow and place a screen on your website?

OpenStreetMap requires copyrights, so that's out of the question.
You cannot legally use Google and Yandex outside of their API, it also disappears.
All you have to do is draw the map yourself.
