There are no such visualization tools, there are vector graphics editors in which diagrams are drawn manually.

infographics are usually characterized by a strong distortion of geographical realities for the sake of information content.
so pictures like the one shown in the link are drawn by hand in a vector graph editor.
automatic generators do not exist, or at least they have non-sour AI.
