Is there a framework for creating mobile book apps?

Background: I have a friend who is a writer. He really does not want to release an electronic version of his book, because piracy. At the same time, her books are only sold in print-on-demand format, and thus cost three times the average price. Moreover, they are available only in Russian stores, and delivery to Ukraine costs me even more than the book itself. Those. it is quite clear that in electronic format she could well earn on the book, most likely more than on print-on-demand. But you can't convince her.
She justifiably does not believe in donate.
And then the idea came to my mind that books could be released in the format of paid mobile applications with, say, encrypted content or some other ways to complicate illegal distribution. Well, of course, this format is also full of holes in terms of being able to hack the application and distribute it through third-party markets, but the fact is that this is not a product that most hackers will want to spend their time on. And if they want to, it will be only if the popularity of the application will simultaneously mean that the work of the author was paid for by numerous buyers of the application (%).
Actually, the question is: are there specialized frameworks or programs for creating such mobile book applications (up to feeding him a book, and it issued a set of files for uploading to the market)? And if not, is the idea of ​​releasing such a framework alive and interesting to anyone?

The idea is on the surface, but I'm not so familiar with the field of mobile development to answer my own question, and googling did not give me results.

Frameworks exist, you can find them on github.
As for piracy, it doesn't take much effort to get the book out.

There are a huge number of great products in the stores that do not bring a penny, just because the creators do not have the resources to promote them (dough). First of all, you must understand who and how much will be able to swell into the promotion, and only then decide the nuances of creation.

I don’t know how things are in the Google Market, but for the AppStore, censors simply won’t let an app-book pass. My clients tried a couple of times, but always ran into a rejection and a rule clause that books must be placed in the BookStore

With jQuery Mobile + Cordova/Phonegap this is very easy. Design one template and stamp as many books as you like.
