2. from software - ReSharper can and should be installed. Web Essentials yet, for example. But don't bother with it just yet. Learn the language and environment.
3. From the books, everything that has the abbreviation ASP and MVC.
4. I advise you to install the latest studio, Visual Studio 2013 Community edition will be enough. In the future, move to 2015 as soon as it is released. Express is very weak in terms of capabilities and convenience, but you can also do everything on it with due skill. The Community edition is free, just like Express. But ReSharper gets up on it and it has all the necessary things for serious development, for production, so to speak.
C# is not for websites on the Internet, but for corporate applications on the intranet. On the Internet, parts of these applications are viewed only occasionally.
Hello. For learning C#, Andrew Stillman and Jennifer Green's book "Learning C#" 3rd edition is a good one. It describes the basics of the language, software for programming. Written in simple and understandable language.

3) From the software - as already advised, Visual Studio 2013 Community, its capabilities are more than enough , but if there is Ultimate, then even better
4) Visual Studio 2010 can be used, but in principle it is already outdated. The latest actual version of MVC 5, which, if I'm not mistaken, is not supported by VS 2010. And soon there will be VS 2015. Therefore, it's better to focus on VS 2013
