Is there a bottleneck in a couple of new games?

Until April 2018, I did not experience or observe non-disclosure of video in any game. But the latest toys FarCry5 and Tarkov sometimes drop minus 60fps in some places (although there are still a lot of resources), but stupidly the video is not loaded by more than 80%. Although in the same last klancy (the most demanding game at the moment), the vidyaha is always loaded at 98-99%.
Really, my fx 8320e 8x4623MHZ processor (nb / ht 2620MHZ memory subsystem) is rather weak for gtx 1070 gaming Z in new games? Why then are there a lot of free resources and the GPU is not loaded in these games to the fullest? Or just the developers scored on a rather new FX? It turns out that the CPU is loaded by 50-60%, the RAM is consumed by 6-7 gigs out of 16, and the video is loaded by 60-70-80%, so there are drawdowns of up to 50fps (although the average is 75fps in the same firecrae on ultras full hd by itself).
