Why does the computer lag so much that nothing helps?

I assembled the computer a year ago, all the components are new, from the store. Lag everything started after half a year. Hard drawdowns of fps in games, fortnite at high and low drops from 150-170 to 60 fps. Pubg crashes all the time.
i5 7500, mother asrock h110m, gtx 1060 6gb, goodram ddr4 8gb ram, 120 gb ssd wd green, 1TB WD Blue hard drive, BaseLevel BS-500-500w PSU, deepcool gamma archer pro cooler.
I thought the problem was in the motherboard, since the socket legs broke, I replaced it with msi z270 a pro, the fps became a little more stable, but if you tweak the effects in the settings in fortnite, drawdowns start again. I thought about a cheap PSU. Now I suspect it's the processor.
I tested it in the same fortnite, at high percentages it heats up from 30 to 50-60 degrees, all cores are 100% loaded. Vidyakha is loaded at 50%, it heats up to 70 degrees. In other games, I did not measure the indicators, it still lags in almost all games. even in csgo a little.
I tried to solve it in different ways, updated all the firewood, replaced the motherboard, reinstalled Windows, checked 100 times for viruses, didn’t find any miners, specially bought antivirus licenses and also checked for free, nothing was found, hardly a problem with hard, bought a new ssd , put Windows and Fortnite on it, Windows began to work faster and Fortnite lags.
