Is Mikrotik trying to give ip from the pool to static addresses?

Recently, I had a "left" DHCP on my network, I found it and disconnected it from the network. Now this has started to happen. 60b6e989bc3e2455273824.png60b6e9938015f230203107.png
These addresses on devices are set statically, but for some reason Mikrotik tries to assign them addresses from the pool.

Well, you run the pool. Do not put into the pool those addresses that are set by statics. Otherwise, how can DHCP know that you set them to static?
Mikrotik has nothing to do with it, the DHCP server on any other device would do the same.
