How to cut off clients not bound by MAC in DHCP Mikrotik?

I want to distribute DHCP addresses to clients with MAC binding on Mikrotik (this is understandable).
The problem I have is that I can not figure out how to cut off clients that do not have a binding.
Those. left unregistered MACs should not receive an IP from DHCP.
Help advice. Only Radius (UserManager) is not offered. And the solution is needed only by means of Mikrotik.
