Is it worth it to enroll in educational institutions / courses?

I live in Estonia, I want to enter information technology. In Estonia, there are only 2 studies suitable for me in this area, and I am afraid that I will not be able to enter, because. few places and many applicants. There is another option to go to the courses, is it worth it? Is it possible to study programming on your own and will it be less effective than taking courses or enrolling in vocational schools, etc. What is your opinion? I hope I made my question clear. Programming is taught, but it is an extremely low efficiency job, usually this course is forgotten immediately after the exam.
Programming is learned - after that they become programmers.
In order to learn a programming language and practice, neither educational institutions nor, moreover, courses created by people who themselves can neither program nor teach are needed.
You need a textbook (there are a lot of them on the Internet for every taste), a computer (which is needed anyway) and motivation (the only thing an educational institution can help with, but if you can’t do without it, it’s better not to start).

If there is an opportunity to study at the university, then it is definitely worth it - in addition to programming itself (which is usually not taught very well), the university provides knowledge in related fields and connections, which are often much more valuable than knowledge. And if the university is good, then there will also be development practice, which is appreciated when looking for a job, or at least an internship.

Definitely not worth it. Any courses are nothing more than one of the many ways to honestly take money from the population.
