Why doesn't onChange work for input with type number when you enter a dot or comma?

There is an input, set the number type to it.
Hung onChange - does not work when you enter a dot or comma.
Works only when you enter a number.

I changed the type to text, of course - it worked.

Is this normal behavior or am I missing something somewhere?
